Welcome to the Continuity of Government (COG) Planning website, brought to you by the Florida Division of Emergency Management (FDEM). This website will allow your Agency, County and/or Municipality to create a Continuity of Government Plan, which will better prepare you for unexpected events, whether natural or manmade

First Time Visitors: Please read the message below and then click Start My COG Plan at the bottom of the page. Before you begin creating the COG you must first request a user name and password. Select the “Start my COG Plan” button below and you will be prompted to send an e-mail to obtain a password. As you will see on the next page your user name will be your e-mail.

Over the next few minutes, you will be asked to provide information about your Agency, County and/or Municipality. As you navigate through this application, some screens will not require you to enter any data – they are informational to provide a better understanding of the COG Plan you are creating. Other screens will require you to enter information about your Agency, County and/or Municipality. Screens contain a book icon, which will provide additional information, guidance and examples of specific sections of the COG Plan.

Using the information you provide, this website will help you create a specific Continuity of Government (COG) Plan. You will then export this Plan to a Microsoft Word document that you can review and finalize before sending to FDEM for review. Included in your Plan will be:

  • Orders of Succession
  • Delegations of Authority
  • Procedures for Activation
  • Concept of Operations
  • Training and Exercising
Remember, the Continuity of Government (COG) Plan is prepared in accordance with guidance in Presidential Decision Directive 20 (PDD 20), National Security Presidential Directive 51 (NSPD 51), and Florida Statute Chapter 252 Emergency Management. The State of Florida Executive Order 80-29 and Florida Comprehensive Emergency Management Plan (CEMP) provides the State of Florida, County and Municipal governments and all State agencies the authority to develop a Continuity of Government Plan.

To help in the creation of your COG Plan, we recommend having a copy of your Agency, County and/or Municipality’s Continuity of Operations Plan (COOP) and Standard Operating Procedures (SOP), if applicable. To begin, click Start My COG Plan below and follow the simple instructions!
